(xref--collect-matches): Move inhibit-modification-hooks binding down

* lisp/progmodes/xref.el (xref--collect-matches): Move the
inhibit-modification-hooks binding a little down (bug#53749).
(xref--show-common-initialize): Add sharp-quoting.
